Bayside Master Development Plan — Phase 1A
89 Elm Street is Phase 1A of the Bayside Master Development Plan — a 10-year, 800-unit mixed-income development in Portland's Bayside neighborhood, one of the most significant affordable housing initiatives in Maine in a generation. The project redevelops three existing surface parking parcels into an 8-story building with 201 units of 100% affordable housing and 3,200 square feet of ground-level commercial space along Lancaster and Oxford Streets.
DryLA's engagement began during the MDP approval process, working alongside Reveler Development, Stantec's Urban Places Studio, and Acorn Engineering to develop parcel-specific landscape and site planning strategies. The landscape strategy reinforces Lancaster and Oxford Streets as active, tree-lined pedestrian corridors, integrating stormwater management, bioretention, and structured soil systems to support the urban forest canopy central to the long-term environmental performance of the full MDP.
