The Levee — Riverfront Mixed-Use Redevelopment
Upper Falls Road — Biddeford, Maine — Saco River Peninsula
The Levee is a phased, mixed-use redevelopment of a once-forgotten industrial peninsula along the Saco River in downtown Biddeford. Comprising four distinct properties along Upper Falls Road, the project adaptively reuses historic mill structures while introducing new residential, commercial, and public realm programming — reconnecting the peninsula to Biddeford's RiverWalk, Pearl Street Park, and the broader downtown.
DryLA's work at The Levee spans multiple phases, providing site planning and landscape architecture for individual properties within the larger development. The landscape strategy reinforces the Saco River edge as a public amenity — integrating pedestrian connectivity, ecological planting, stormwater management, and civic open space into a development that now serves as one of Maine's most recognized examples of smart, compact urban growth.
The Levee received the 2025 Maine Smart Growth Award from GrowSmart Maine, recognizing its compact design, adaptive reuse, walkable connections, and contribution of diverse housing types — including market-rate, workforce, and for-sale units — to Biddeford's rapidly evolving downtown.
